On October 16th, 65-2 #105 of 2009 'Portal Pay Clarification re Bureau of Operations Memo' was issued in error. We have reviewed the 1991 Arbitration Award governing portal-to-portal pay and discussed it with both City Labor Commissioner James Hanley and Chief of Operations Robert Sweeney. It is clear that detailed members are entitled to portal-to-portal pay only if they leave quarters prior to the start of the tour (any time prior to 0900 or 1800). Specifically, detailed members are entitled to 45 minutes for travel within the same borough and 1 hour and 15 minutes for travel to a unit outside of the originating borough.
It is important to note members are entitled to portal-to-portal pay even if they arrive at the detail location after the start of the tour. To eliminate confusion, members are encouraged to take a mark in the company journal noting the detail.
Members who are assigned details and do not receive portal pay are directed to submit an Inquiry to the Payroll Unit. If payment is denied, please forward a copy of the written denial immediately to UFA Recording Secretary, Joe Miccio, by fax at 212-683-4359 or scan the document and email to RecordingSecretary@UFANYC.org.
NOTE: It is important to check your individual TPR daily to verify that you receive Portal and other OT or Differential marks for duties performed.
