'CEO' Mike won't lead union talks

by the police and fire unions, Mayor Bloomberg refused yesterday to personally take over stalled contract negotiations.

"The CEO can't be at a table in negotiations," Bloomberg said on his WABC-AM radio show.

His remark was prompted by an exchange yesterday with picketing union members outside the NASDAQ MarketSite in Times Square, where the mayor rang the opening bell.

The picketers urged the mayor to personally negotiate the contracts, a suggestion also made last week by union leaders.

The mayor said direct negotiations are up to his Labor Relations Commissioner James Hanley, "who doesn't do anything without my okay."

Stephen Cassidy, president of the Uniformed Firefighters Association, said the mayor is passing up an opportunity to defuse hostilities.

"If he doesn't recognize that, he doesn't deserve to be the CEO of the City of New York," he added.
