SALVAGE OPERATIONS TO BE PERFORMED BY LADDERS ONLY
The original salvage operations AUC 296 stated that ladders, engines, or any unit at the scene could be utilized for salvage work. Our UFA 1991-1994 contract then specified, after negotiating this issue, that Ladder companies would perform this work. AUC 296R was issued on July 20, 1994 deleting the old wording of 'engines' or 'any unit' and now completed and solely specified Ladder companies to perform salvage duties. There is no option in the circular for a chief officer to utilize an engine company. Any engine company ordered to perform salvage duties should bring this to the attention of the officer in command and inform him/her of the contractual violation. Notify the UFA immediately so we can correct the officer and/or file a grievance against him. We will not tolerate any abuse of this program.
457 DEFERRED COMPENSATION FUND
Equity Index Fund Restructured. After being advised by both its consultant and auditor that the assets held by Vanguard in the S&P 500 Index Fund had grown too large for a single company to hold, the Deferred Compensation Board made a decision to diversify the dollars in this investment option among three companies, and blend those three together to form a single fund, which will be reported through a consolidated daily unit value.
Participants will be automatically transferred from the single fund to the blended fund on June 9, 1999. Participants will not need to take any action to affect this transfer. There will be description sheet explaining the new blended fund available to participants. This will take the place of the current prospectus describing the Index Fund. The description sheet will be available to participants through the Plan's administrative office.
The three underlying fund managers were selected by the Deferred Compensation Board through a competitive bidding process, which chose the fund managers with the best combination of investment performance over time, overall length of experience replicating the S&P 500, and expense ratio. The funds selected were: Vanguard Institutional Index Fund (Institutional Plus shares), Barclay's Global Investors Equity Index Fund E, State Street Global Adviosrs S&P 500 Flagship Fund Series A.
For more information regarding this change, please refer to your 3/31/99 Deferred Compensation Plan newsletter.

ANOTHER SBF DENTAL PLAN ENHANCEMENT -
EFFECTIVE 5/1/99
As promised, the executive board has once again increased the active member dental benefits for both self-insured and Dentcare participants. With fund reserves available for additional SBF enhancements, we decided to steer the funding towards the two dental plans (the area of most concern). For Dentcare members, the (recently lowered to) $25 co-pay for prosthetics/crowns will be completely eliminated. For self-insured participants, we have again increased the reimbursement schedule for diagnostic, preventive, and restorative services - this time by 50%. The chart below will give you an idea of the impact this improved benefit provides your family with.
